Cladonia rangiferina. In the UK, this is an upland species though in Northern Scotland, it does occur on shingle close to the sea. It may be told from other Cladina Cladonias in  that the final division at the point of the branches is usually in fours. It is one of the main ingredients of "Reindeer Moss".
